Randle Reef partners welcome contract award for stage two of the project as the next major milestone in remediation of Hamilton Harbour

July 21, 2017 – Hamilton, Ontario

Cleaning up the environment and improving water quality for the benefit of Canadians while creating middle-class jobs remains a high priority for the Government of Canada.

Today, the Minister of Environment and Climate Change, Catherine McKenna, announced on behalf of the acting Minister of Public Services and Procurement, Jim Carr, a joint-venture contract award to Milestone Environmental Contracting Inc. and Fraser River Pile & Dredge Inc. for stage two of the Randle Reef Contaminated Sediment Remediation project. The contract, valued at $32.9 million, was awarded following a fair, open, and competitive process.

At today’s announcement, Minister McKenna was accompanied by the funding partners of the Randle Reef Contaminated Sediment Remediation project, representing the Ontario Ministry of the Environment and Climate Change, the City of Hamilton, the City of Burlington, the Hamilton Port Authority, and Stelco. Project partners also had an opportunity to tour the project site to see first-hand the significant progress already underway.

The awarding of the stage-two contract is a significant milestone for the project and a clear demonstration that the project continues to move forward. As part of this contract, the company will dredge contaminated sediments from the harbour floor and place it into the engineered containment facility, currently under construction in the Hamilton Harbour. Work for stage two is scheduled to begin in the spring of 2018 and is expected to be complete in 2020.

The Randle Reef cleanup is one of the largest remediation projects currently underway in Canada. The Government of Canada is leading the project in partnership with the Province of Ontario, the City of Hamilton, the City of Burlington, the Halton region, Hamilton Port Authority, and Stelco.

Quick Facts

  • The Randle Reef Contaminated Sediment Remediation project involves building a 6.2 hectare engineered containment facility on top of a portion of the most contaminated sediment, dredging the remaining contaminants surrounding the structure, and placing them in the engineered containment facility. The entire remediation project is expected to be fully completed in 2022.
  • The project has a total budget of $138.9 million, with funding from the Government of Canada, the Province of Ontario, the City of Hamilton, the City of Burlington, the Halton region, the Hamilton Port Authority, and Stelco (formerly U.S. Steel Canada).
  • A fairness monitor was engaged as part of Public Services and Procurement Canada’s Smart Procurement initiative to ensure independent advice during the procurement process.
